The specific top and dress Tifa wears isn't random. It is determined by the player's interactions during Chapter 3’s side quests. After completing all "Odd Jobs" in the Slums, a Discovery event titled "Alone at Last" triggers. Select the "Mature" dialogue option. Sporty: Select the "Sporty" dialogue option. Exotic: Select the "Exotic" dialogue option.
