The developers at Mesa had done heroic work. They had shoehorned a modern API onto a GPU architecture that predated the very concept of Vulkan. The Ivy Bridge’s GPU was a Gen7 part, originally designed for OpenGL 4.2 and the now-defunct Intel GMA.
