If your boardview helps you identify a short circuit on a major power rail, do not blindly inject 19V into it. If the short is on a low-voltage rail like the CPU core or PCH rail, injecting high voltage will instantly destroy the processor. Always limit your DC bench power supply voltage to match the nominal voltage of the rail you are testing.
